Crime
In recent years, there have been several bomb attacks on buildings or vehicles in Estonia. While these were connected with organised crime, and not targeted at British nationals or foreigners, you are advised to remain alert for suspect packages.
With the growth of tourism, there has been an increase in tourist-targeted crime, particularly theft. You should be aware of the risks of pick pocketing and muggings around Tallinn’s Old Town, ferry ports and major hotels. Remain vigilant, take sensible precautions and avoid unlit side streets and parks at night.
Local Travel
Tickets and 10, 20 or 30-day travel cards for trams, trolley buses and buses are sold at kiosks. Tickets can also be bought from drivers if you have the correct change. For the ticket to be valid, you must stamp it yourself in a machine in the vehicle. If a ticket inspector finds you do not have a valid ticket, you will subject to a fine.
Taxis are widely available and are reasonably priced. However, do make sure there is a visible meter and that it is being used. Do not use taxis that are unmarked; they are illegal and usually cost a lot more than registered taxis.
Road Safety
Road traffic accidents are common. Extra care must be taken at all times when driving, particularly after dark and on major highways.
By law, headlights of vehicles must be on at all times, including daylight hours. Winter tyres are a legal requirement from 1 December to 1 March every year, but if there are severe weather conditions outside these dates (likely in most years) the dates will change accordingly. You should therefore check local conditions if driving in Estonia between October and April.
Do not drink and drive. The legal limit is zero. Those found over the limit face a fine and possible imprisonment.
LOCAL LAWS AND CUSTOMS
You should not become involved with drugs. Possession of even very small quantities of drugs can lead to imprisonment.
ENTRY REQUIREMENTS
It is the responsibility of all British nationals to ensure that they meet the requirements of Estonian immigration laws. Estonia joined the European Union on 1 May 2004. Under the Citizen of European Union Act, which came into force on that date, visitors holding a British passport can remain in Estonia for up to 90 days without a residence permit. British nationals intending to live and work in Estonia will need to obtain a residence permit from the Estonian Citizenship and Migration Board: http://www.mig.ee/eng/.
The entry requirements for children between ages 7-15 entering into Estonia are as follows:
a. The child must have his/her own passport.
or
b. The name, date of birth, and photograph of the child must be entered in the passport held by the accompanying parent (a photograph is not needed if the child is under seven years of age).
All visitors to Estonia without a sponsor’s guarantee must provide evidence of sufficient funds for the duration of stay; the minimum sum is 320 EEK (kroon) per day.
You must have the original V5 (Vehicle Registration Document) if driving into Estonia. The Estonian Border Guard will impound your vehicle if you do not have this.
HEALTH
We strongly recommend that you obtain comprehensive travel and medical insurance before travelling. Visitors and those working in Estonia must have valid health insurance to the value of 400,000 Estonian Kroons (approximately £17,500 at the current exchange rate) for the duration of their stay. You are advised to re-check the exchange rate before travelling to ensure you have adequate cover.
You should take with you a completed E111 form, which should be completed before you leave the United Kingdom (see UK Department of Health leaflet 'Health Advice For Travellers' Tel: 0800 555 7777). This is available free of charge from most United Kingdom post offices. It gives British visitors the right to short term emergency medical treatment.
